Although this is unavoidable, it is a risk that must be taken into account by at least acknowledging it, and preferably offering -quickly acting- services to help such (claimed) victims. However, "stronger authentication" that is a lot weaker than advertised and therefore much weaker than believed to be, provides a false sense of security.
